I was recently trying to enable the Mapping Service from the Geolocation tab,

however, I received a “permission” message.

A link to a fix provided by Autodesk followed the error:

The download is for .zip file that extracts an executable

The fix applies to Civil 3D 2015, 2016, 2017 and 2018.  It should replace the file named AcGeoLocationUI.arx

However, some users have continued to experience the issue; it has to do with predisposes that do not allow replacement of the file.  You have to replace the files manually located at  C:\Program Files\Autodesk\AutoCAD 201X

You know the file replacement is successful if you go into the path and the details for Created/Modified/Access are 2017.
